Trying to get my missed call history from a contact for the past 3 weeks
From whom have you been trying to get the missed call list?
If you are unable to obtain this information from the Phone app, then you will have check on your carrier’s website (your account) and see the incoming calls list there.

Request this from the Contact:
You can always ask them if they have a history of it. They may have left you messages, with would not apple on your end. So, have them make a screenshot of the Call History. Please have them block out any personal info, such as names, by coving it up air rectangles through use of the Photos App). The Link: Take a Screenshot on your iPhone – Apple Support
