Wny does my new IPad Pro continuously, aimlessly form white or black frames around my screen, in I think all my apps? All of them! In Facdbook, it prevents me from editing a post - literally. What is this?

It sounds as if you may have inadvertently enabled VoiceOver. You can turn it off by saying, "Hey, Siri, turn off VoiceOver" or by going to Settings>Accessibility>VoiceOver and turning it off.
