mac mini M1(2020)- when i update to os V13.0, WIFI and LAN cable are connect but can't serf the web.
on older ver. of the mac os no problems at all.

Try booting into Safe Mode which prevents third party software from launching automatically during boot & login.
Most likely you have some sort of third party software which may not be compatible with Ventura, or you may have an anti-virus app, cleaning app, or third party security software installed which interferes with the normal operation of macOS. These types of apps are not needed on a Mac and usually cause more problems than they solve, plus they impact system performance.
Try power cycling your router and possibly even the modem. Make sure to wait at least 5 minutes for them to finish booting. You may need to also reboot your Mac as well after this.

I hope you uninstalled this software by following the developer's instructions since this type of software is not needed on a Mac and usually causes more problems than they solve.
VPN software is only useful if you want to avoid government sensors in certain very locked down countries or if you want to appear from another region to bypass local restrictions for some service, but a standard VPN won't usually provide privacy or security (at least none you can be sure of anyway or in the way you think). The only time a VPN actually provides security is when you are connecting to your employer's or school's VPN firewall or if you have your own private home VPN service setup to access your home systems remotely.
macOS already has great built-in security especially when combined with users practicing safe computing habits. Here is an excellent article written by a respected forum contributor with very useful tips:

I call to Apple support in my country they figure it out. The answer is to clean up the VPN services and that is the solution. The antivirus VPN service was block my access to the internet.
