I have turned off iCloud photos in order to download photos to my husband's MacBook Pro. But, The phone says not enough memory because it is trying to move the photos from cloud to my phone, which I do not want to do. Can you help?

I assume you have "optimise phone storage" selected.

In which case you don't have the photos on your phone - only in iCloud. So if you turn off iCloud then either they have to be downloaded to your phone (or else they are not there to transfer to your husbands Mac), and I guess you don't have space for that - or they have to remain only in iCloud.

I think your best solution would be to download them directly from iCloud at www.icloud.com.
