voice mail transcription not working after IOS 16 update

I've tried all the online suggestions to restore voice mail transcription to my iPhone X after the recent IOS 16 updates but it still isn't working at all. I have several old VMS message that are still transcribed. I even took my iPhone to my carrier and they had no idea. Closest Apple store is over 60 miles away, so I'm just living with it. I wonder if anyone has found a fix for this yet other than the usual rhetoric online.
