can't complete apple id
I am unable to complete this Apple ID. I set my country and accept the terms, I click next, it goes dark for a second and then I'm at 'next' again.

Some things you can try. Do you have access to another WiFi network where you can try? That has worked for several people.
Try a restart.
Try a forced restart. See the section towards the end of the article.
Reset Device. -
I have tried each of these and still can not 'Complete your Apple ID". I agree to the terms and click on Next, the word 'next' goes gray for a bit and then is highlighted again.
