I want to pause the video recorder and restart it, so that I get a continuous video steam, without having to stitch them together with a video editing app. I have a small Bluetooth remote shutter that turns the video on and off, but doesn’t simply pause it. I’d like a cheap little hand held device that will pause and restart the video remotely.

Welcome to Apple Support Communities. As of now, the ability to pause a video recording on your iPad, and resume shooting is still unavailable. If this is something you’d like to see introduced in the future though we’d recommend providing feedback here: Product Feedback - Apple
In the meantime as a workaround, you can download third party apps that have the option to pause a video while recording. You can also, use iMovie on your iPad to combine video recordings.
