Photos freezes when I try to set system library, or repair library

I tried to designate my Photos library as the system library for my new MBP, but it froze. I've also tried repairing the library - it quickly got to 97% complete, and froze. This is a brand-new MBP 16, why is this happening? And how can I set a system library without it freezing?

Hi Where is the library stored? If it is in the normal location/pictures folder, then I'd suggest trying a restart in safe mode.


If it is on an external drive, what is the format?
