how do you pair the apple watch if it changed ownership? anytime i try pairing, it says this apple id can not pair to the watch

The former owner needs to follow the steps here to remove it from there account before you can activate it. What to do before you sell, give away, or trade in your Apple Watch, or buy one from someone else - Apple Support You have encountered Activation Lock.
