Can't turn off Mobile Data.

Hey,

I have a new iPhone 14 Pro Max on iOS 16.1 and using two sim cards, Physical and eSIM.

My problem is that I cannot Turn off Mobile data. Only way to turn it off is puting the phone in Airplane mode.

The Toggle button is always green, with grayed anntena, not like the WiFi and other buttons, and its not clickable.

Steps I have taken to fix this:

Restart phone. Force restart phone. Reset Network settings. Turn off SIMs. Contact Apple online chat support, not helpful, they needed a phone call, but had no agents available for my region.
