If you are in the US, you can purchase from an Apple Store in the US. You cannot order from a US Store or the Apple Online Store and ask Apple to ship to you in another country, because they won't. Also be advised that Apple Watch models which are cellular (Apple Watch Ultra for example) sold in the US are designed to connect to cellular providers in the US, Canada, Mexico and Puerto Rico. That does NOT include Europe. And you would have NO warranty on an Apple Watch purchased in the US in Europe.
