Transfer fees
My bank is blaming Apple for the transfer fees, Apple says they don’t have fees. Why am I getting charged , and who is doing it.

What kink of tranfer (from what to what)? If you are doing an "Instant Transfer" from Apple Cash to a debit card, there is a small fee. See the following from Transfer money in Apple Cash to your bank account or debit card - Apple Support
Footnote 2 - A 1.5 percent fee (with a minimum fee of $0.25 and a maximum fee of $15) is deducted from the amount of each Instant Transfer.
There is no fee for a 1 to 3 day transfer to a bank account.
