lost photos on mac
On my mac i have photos that accessed a library on my mac. these appear to be lost now and only photos on icloud are available on my photo application

Do you have iCloud selected in your Photos Preferences? If so, then pictures in iCloud should show up eventually in your Photos Library. This could take days. Be sure that the Library you're looking at in Photos is the System Library-- that's the one that's connected to iCloud. Check Preferences second line-- Use as System Photo Library should be grayed out it's already identified as such.
