Can I get a physical card without the iPhone Wallet app?

I am thinking of purchasing an iPhone and switching away from Android. I saw that I could get 3% cash back if I used the Apple Card to buy my iPhone. I was able to use my Apple Account to create an Apple Card account. However, to pay for the iPhone, I want to use my Apple Card. To request a physical card, I need to do so from the Wallet app of the iPhone that I do not have but would like to purchase. Would I need to forgo the 3% cash back in order to get the iPhone so I can get 3% cash back on future iPhone purchases?
