What does it cost to replace a battery for an iPhone XS at a Apple supported location? Is it worth replacing and will the battery life be "like brand new"? I assume it's only going to last about the same amount of time (less than 3 years).

It's $69 USD. It will be a completely new battery, not just "like new". Your battery health will be 100%. How long the battery lasts will depend on a very large number of factors which may or may not be the same as the last three years.
I just had the battery replaced on my iPhone 11 Pro last month. As I don't plan on buying a new phone for at least another year, I consider it well worth the money. Before I had the battery replaced, the health had dropped to 81% and the phone was slowing down. Now, it feels like it did when it was new.
