Cannnot enable AdBlocker Ultimate in Safari under iPadOS 16.1

I am trying to enable AdBlocker Ultimate in Safari under iPadOS 16.1. The instructions say to [1] go to iPadOS Settings, then [2] select Safari, then [3] select Content Blockers, then [4] choose AdBlock Ultimate. The problem occurs at stage [3] because “Content Blockers” does not appear in the Settings.

Does anyone have any idea what’s up here?

I found the problem; the option for content blockers has been moved under the sub-heading Extensions.
