When I print from preview I cant see the print button and cannot collapse the print dialogue box to see fewer details. I have to click on printer details at the very bottom of the print window and the print button pops up. I would like to just have the basic printing window but I don’t know how to do this.

Is this the window you're getting (or not)?
If this is not the window then try the following: boot into Safe Mode according to How to use safe mode on your Mac and test to see if the problem persists. Reboot normally and test again.
NOTE 1: Safe Mode boot can take up to 3 - 5 minutes as it's doing the following;
• Verifies your startup disk and attempts to repair directory issues, if needed
• Loads only required kernel extensions (prevents 3rd party kernel/extensions from loading)
• Prevents Startup Items and Login Items from opening automatically
• Disables user-installed fonts
• Deletes font caches, kernel cache, and other system cache files
NOTE 2: if you have a wireless keyboard with rechargeable batteries connect it with its charging cable before booting into Safe Mode. This makes it act as a wired keyboard as will insure a successful boot into Safe Mode.
That is the window I’m getting but the print button on the bottom of the window does not show up unless I click to expand one of the print options. I would like it to open the basic print dialog box but it opens expanded by default. I cannot make it smaller or bigger or move the window either.
I decided to revert back to Monterey. I also could not scan to my computer. My scan function worked, but the pages were blank if I scanned to PDF unless I logged in to my HP Smart every time and scanned from there. I could scan to tiff but the pages saved as individual files.
