Apple Cash/Pay

I am really confused about where Apple Cash (same as Apple Pay?) is available. I looked at some other discussion topics here and the replies said that Apple Pay is available ONLY in the US. But on the Apple Pay support page it says:

"In China mainland, you can use Apple Pay on the web in Safari only on compatible iPhone and iPad models using iOS 11.2 or later."

So it seems like it works in China???

I am mainly interested in Chinese people being able to send small amounts of money outside of China via Apple Pay. I am in Thailand and have Apple Pay set up on my iPhone. Could somebody in China send me money this way?

The back-story, in case anyone's interested: My next door neighbor is an exchange student from China. Her parents send her a small allowance via PayPal every few months for her living expenses. There is some rumor here that PayPal personal accounts will be discontinued and only business accounts will be permitted, meaning she'll have no way to get her money. So I'm trying to come up with a work-around for her.

See the following from Send and receive money with Apple Cash - Apple Support

To send and receive money with Apple Cash, you must be at least 18 years old and a resident of the United States.

Note that Apple Pay and Apple Cash are not the same thing. Apple Pay can be used with a variety of debit and credit cards and with Apple Cash to pay merchants but you can only send and receive money with Apple Cash. You cannot use a debit or credit card to send money to another person (but to add to the confusion, you can use a debit card to add money to Apple Cash and then send money to another person using Apple Cash in the U.S.).

The following may help. It describes Apple Pay and mentions that Apple Cash can be used with Apple Pay (in the U.S.).

The money is still sent through Apple Cash; see the following from Send and receive money with Apple Cash - Apple Support

Use a debit card to send money

By default, your Apple Cash balance is used to send money. If you don't have enough money in your Apple Cash balance to send the payment, you can pay the remainder with a debit card in Wallet. You can see which card is being used on the confirmation screen.

It's sort of like an automated adding money from the debit card to Apple Cash and then sending it.

If you're not a U.S. resident and don't have Apple Cash turned on, you can't send money to another person using Apple Pay.

You cannot use a debit or credit card to send money to another person (but to add to the confusion, you can use a debit card to add money to Apple Cash and then send money to another person using Apple Cash in the U.S.).

From the link you gave: "When you send money using Apple Cash, your Apple Cash balance is used to pay by default. If you want to use a debit card in Wallet instead, you can send money directly from your debit card."

Please reconcile these two bolded clauses.

Alright, I think I get it. I'm still puzzled about that statement ""In China mainland, you can use Apple Pay..." that I mentioned in my first post. In what way can Apple Pay be used in China?

I contacted two people I know in China and they have the Apple Pay options in their iPhone settings app, but their bank cards were not accepted when they tried to add them.

Note that it is a statement about Apple Pay, not Apple Cash.

The full quote from that link is:

* In China mainland, you can use Apple Pay on the web in Safari only on compatible iPhone and iPad models using iOS 11.2 or later.

You may need to contact Apple support as I interpret it to mean that in China mainland you cannot use Apple Pay on the web in Safari on a Mac computer (only in Safari on the web in a compatible iPhone or iPad).

But it isn't clear to me if you can or cannot use Apple Pay in a participating store (i.e., not on the web) using an iPhone. I suspect you can but it isn't clear to me.

Also not the statement about and link to the list of participating banks.
