I installed new drive to my 2012 mac book pro I tried to install purchases such as Pages but Appstore said I needed IOS 12 or later, I made updates to my IOS its up to date but its not IOS 12 ;( how do I restore purchases for my machine

If the old drive still works, drag those applications over from it.
Your computer can't be upgraded past Catalina, and older application versions will only be available to redownload if the developer has enabled that.

Click Laundpad (the rocket on your Dock) -> and search Pages.
or
In Finder -> tap Pages.
or download -> Pages for macOS -> Compatibility -> Mac -> Requires macOS 12.0 or later.
Pages for iOS -> Compatibility -> iPhone -> Requires iOS 15.0 or later.
FYI: macOS 12.0 is for a Mac computer & iOS 15.0 is for iPhone.
