What are you attempting to achieve? Are you trying to pair multiple Bluetooth EarPods with your iPad - or something else?

If you have Apple AirPods or Beats headphones, you can share audio from one iPad with two sets of AirPods/headphones:

You cannot pair two iPads to each other via Bluetooth. They are not designed to pair that way.
