Can't see notification banners after update to mac os Ventura

On mac os Monterey I was able to see notification banners. But since I updated to Ventura I've not seen a single banner. I tried everything suggested by the Apple advisor: played with notification settings, entered safe mode, removed login items and reinstalled mac os. But I still can't see banners. I can hear a sound, can see dock icon bouncing, but no pop-up banners. What else can I do?

MacBook Pro 16″, macOS 13.0

Try a restart in Safe Mode. Restart your computer, then hold Shift as it starts up and test.

In that case, I'm not sure what to suggest, especially as you've reinstalled macOS. You could try contacting Apple Support, but it sounds like you've done that already-
