iMessages

Setting up my dads new iPad. He has never had nor used an apple device. Going through the setup process and when I got to point of setting up iMessages, I type his Apple ID then type in Password then I receive an error message stating iMessage error has occurred try again. Then same thing happens again. I’ve tried a dozen times. Any suggestions?
