Cancel upgraded iCloud storage by downgrading to the free 5GB plan. See instructions in the following Apple support article: Downgrade or cancel your iCloud+ plan - Apple Support
Note that you may want to consider continuing to use iCloud even if you have storage on your phone so that you can have a backup in case the phone is lost, stolen or damaged. Another option would be to backup to a computer instead of iCloud.
