i have a full iphone storage that wouldn’t let me download apps even when I deleted most of my apps and personal pics and videos along with more to empty it as much as possible but my storage won’t recuperate or regain itself even when I deleted mostly everything. What options do I have other than purchasing more iCloud storage?

Purchasing more iCloud storage will not give you more space on your phone, your phone's storage is a fixed size.
Try doing a forced restart and see if it shows more space after you've deleted the apps.
