So I had a iPhone 11 and now I got a iPhone 13 but it still says 5GB when it is supposed to be 128GB please help me

That is iCloud Storage. It has northing to do with your iPhone's local capacity.
Look in Settings->General->iPhone Storage for your iPhones actual storage capacity.
