How can I correct/change tilt in the new Photos app?

For example, I took a photo of a framed painting and, because the camera was not perfectly at the same angle of the pinging, there is distortion; ie the top of the image is slightly larger than the bottom. I would like to adjust the tilt to get the image "flat". This is possible on my iPhone. There is a tool in the crop feature of the editing tool to allow this adjustment in either the vertical of horizontal axis. I can't find this editing feature in the Photos app on my Mac.

The tools are present in the current version of Photos for Mac (v8). What version do you have?
