Preview search function not working

I recently 'updated' my MacBook pro (regret it, because so many things are no longer working properly now) to Ventura. Now the app 'Preview' is not working like it used to. While it can still search for a word it no longer allows me to search for phrases.


I used to be able to search for a phrase within a pdf using quotations (i.e. searching for the term "made known"). Now it no longer searches for the term and I have to type in the two words without the quotations which then returns every single use of the words in the phrase (i.e. every 'made' and every 'known'). This is incredibly inconvenient, a waste of time, and has made my job more difficult. The pdfs I need to search through are at minimum 40 pages and up to hundreds. How do I get the search term functionality back?


I have searched all over the internet for a solution and have found nothing.

Yes these pdfs have texts and are not pictures

No these PDFs are not password protected

Yes I have safe booted

Yes I have opened both table of contents and thumbnails and then tried searching

Yes I've exited using command + w and reopened the pdf

Yes I've opened the pdf from preview > file instead of finder

Yes I've exported the file as a pdf and tried to reopen it
