I've bought a new iphone SE, synced it with my old one without removing anything on the old, and when I receive push notifications, they do not show on the new one. They still go only to the old one.
I've tried turning my old phone off, but the new one still wasn't receiving any notifications. I also restarted the new one, issue still persists.

Since you’ve mentioned this issue is specific to the app WhatsApp, we’d like to have you check a few things.
1. That app notifications are enabled for the app both through the iOS and if there any settings within the app itself for notifications. You may need to reach out to the app’s help team for those.

2. That Background App Refresh is enabled in Settings > General > Background App Refresh and also enabled for WhatsApp.

When you say you synced your new iPhone with your old one, do you mean that you followed Use Quick Start to transfer data to a new iPhone or iPad and transferred all of the content from the older iPhone to the new one, or did you do something else? This is important because everything, including notification preferences, should transfer over to the new device if that is the method you used. If you used a different method, please provide details on what you did specifically. the more info available, the better the chance someone from the community will be able to assist.

Yes, I used that method to transfer everything, but also didn't delete anything on the old one, which is an option at the end of that process. But some notifications are going to the new phone, like whatsapp, just not all.

I've checked both the notification settings for ios and whatsapp, both had notifications enabled. However, a couple of days after doing the transfer, all notifications started going to the new phone as well without my input. Not sure why, but it seems to be resolved now.
Btw, the Background App Refresh is on on the app as well
