What is "On my Mac" in Mails and why does it have mails from my other accounts in it?

I am running Ventura OS on my Mac.

I found "On my Mac" section in mails with Junk, Import and Recovered messages as folders. The mails from my other mail boxes appear in this folder. I have not set up anything like this. I deleted all my owned mail boxes but these continue to appear by itself as if there is a separate Ghost mailbox. Please see the screenshot below. What is this ? Why does it appear so? Does it serve any purpose ? Should I get rid of it and if so how?

"On My Mac" is a mailbox location, as titled, on your Mac's drive. The reason, as per the image you provided, that it already has mail messages in the Import mailbox was, at some point, you imported these messages from another source.
