Ask to buy is tied to the Apple ID of the person, not a specific device.

If the person added to Family Sharing has ask to buy turned on, it will be turned on for all devices that are signed in to the Apple ID that has it turned on.

You can turn it off for that Apple ID in Family Sharing Settings, by following the steps here: link-> Approve what kids buy with Ask to Buy - Apple Support

Once turned off, it will be turned off for all devices logged in to that Apple ID.
