Lost Iphone

Hi! How can I log into my brother's Icloud account if he has lost his Iphone and two-factor authentication is required when logging into Icloud. What to do about it ? Help please.

Two Factor is not required if you log into........

www.icloud.com/find using your brother's Apple ID and Password. All devices using that Apple ID and Password will appear, then you can select the device that you want to locate.

Keep in mind that the phone will not appear if the battery has run down or the phone does not have an Internet connection where it is currently located.
