Keychain Access
I can't gain full access to my iCloud due to Keychains that don't exist ? this is a refurbished MacBook what should I do?

You can't access to iCloud also some issue with iCloud Keychain , erase the hard drive and reinstall Mac OS Erase and reinstall macOS - Apple Support
And set up Mac book again Set up your MacBook Pro - Apple Support
Use your own Apple ID and its password with new credentials to sign in , not of the previous owner .
