Any advice on how to can get my old iPhone 6s Plus to boot back up? I have a new Apple cord and block, but it's still dead. The charging port has been cleared out of dust and debris. I need to get my old pictures and information off of it, but it doesn't want to boot up after hiding in a drawer since 2018/19?

If it has been sitting that long (4 years) without any use at all, it likely will never boot backup with the old battery in it. You’d need to get the battery replaced and then see if it will boot up.
Old lithium batteries that sit that long will drain down to zero charge, and a lithium battery will not recover and take a charge again after a true complete discharge. That’s why the system shuts the device down automatically when the charge is low, to avoid letting it go to truly zero charge. But that also assumes the device will be plugged back in soon to recharge. Left in a drawer or on a shelf for many years is a death sentence for a lithium battery (especially an already old and used one).
