Not unless you have a backup, no. You can't recover data from a non-working phone.

Get photos off broken iPhone 8 I have an iPhone 8 that is stuck on a black screen with white apple logo. How can I get the photos off it? I have had everything on ICloud but my new phone is not bringing up the photos I had on that iPhone 8. Please help me retrieve my 3000 pictures.

Have you tried the steps in here to try to turn the phone on?
