Apple's support document Get sent a verification code and sign in with two-factor authentication stipulates that you will receive a text message or, if that isn't possible, a phone call, as part acquiring a two-factor authentication code.

There are a few ways to receive a verification code. You can use the code displayed on your trusted device, receive a text message or phone call, or generate a code from your trusted device.

Email is not given as an option. Read the document to see if this is any help to you.
