Apple Watch without a phone line
My question is without a new phone line, can I still buy an apple watch and use WIFI for communication? Maybe use WIFI to communicate through text or make a phone call? Will it be possible?

Yes, absolutely. You do NOT have top add cellular service to an Apple Watch. You will have to have your paired iPhone with you in order to receive and make phone calls, text messages etc., using the watch.
