High Sierra is the highest version possible on an early 2011 MacBoo Pro. See the following from Identify your MacBook Pro model - Apple Support

MacBook Pro (13-inch, Early 2011)

Model Identifier: MacBookPro8,1

Part Numbers: MC724xx/A, MC700xx/A

Newest compatible operating system: macOS High Sierra 10.13.6

Also note that iOS is the operating system for iPhones and macOS is for Macs.
