You can't Update Over Cellular:

It appears you are not connected to WiFi. You can only update over cellular using an iPhone 12 or later with 5G. So, updating over cellular is not an option for your model (8 Plus). See my User Tip: Use an iPhone 12 or later, that is using 5G, in order to update over Cellular - User Tip


So, (A) connect to WiFi and attempt the update. Or (B) update using a computer (you can use Ethernet an option): Update your iPhone Using a Computer - User Tip


No WiFi Connection:

Did you participate in the beta program of iOS version 13? If YES, then you may still have the beta profile installed on your iPhone and that is preventing you from updating to iOS version 16. To check this, open Settings ➡️ General ➡️ VPN & Device Management ➡️ Configuration Profile: Here, if you see a beta profile installed, then tap on it and then choose remove the profile. Once this is done, then restart your iPhone and attempt to update your iPhone again.
