That is an iPhone meant to be used as a demonstrator
in an Apple or authorized retailer display and is not
intended to be sold to a customer. That iPhone is unusable
and cannot be connected to any wireless provider.
From what source did you acquire the iPhone?
Return it immediately for a refund or turn it into the
local authorities as it may be one of the many that
were stolen from Apple in various robberies/thefts.
