This seems to have changed with my update to Ventura yesterday.
I want to be able to open a file in Adobe Acrobat or reader or MS Word.
I no longer have this choice
Is it a bug on my mac or a system change?

I have resolved the matter by reinstalling the OS Ventura to the HDD. It must have become corrupt in some way. Thank you for your help in getting me to recognise what the cause was.
What exactly happens when you control-click? Do you not see “Open With”? Or you do, but the list of applications does not include the ones you need? Do they work with this files if you use “Other” as described anove? Do they work if you open the files from within the application?
Are you actually right-clicking/control-clicking on the document, or on the Desktop with no file target? A proper control click on a file does not show Get Info, but rather Open, Open With > and followed by Move to Trash menu items.

Usually scanned PDFs to be opened by Acrobat Pro and fairly often opened by Photoshop Elements for editing and manipulation and then saved as PDF. I have just discovered that my Macbook (which is a clone of the iMac) can do as it should and I updated to Ventura at the same time. So the problem is restricted to the iMac.
These all very conspicuously bear the Dropbox icon... so in all likelihood there is something at play involving DropBox.
You are at the Finder, right? Are these files inside a folder linked to DropBox? (Note: even if they are, this of course does not look normal).
I don't have DropBox installed, so I can't compare. Perhaps the other mac of yours also does not have DropBox?
Yes I am at Finder and yes these are in a folder within Dropbox.
I am starting to think I should consider restoring my whole Dropbox Folder from a CCC of the Macbook. And yes they are both sharing through Dropbox. But the Macbook is OK.
I get the following screenshot not the usual "Open With".
Both right clicking and Control clicking produce the same result. The dropdown Get Info etc.
Ctrl click not giving me the option of opening a document with software of my choice.
