Hallo, I have the same problem as listed on Misplaced keys on Spanish keyboard layout - Apple Community. However Spanish - ISO, which is the option I've been using for years in previous mac laptops does not appear on the list to select from:
MacBook Pro 14″
Does your Macbook have the ISO (European) keyboard, with the extra key between Z and left Shift?
If so, it appears your machine mistakenly thinks it is the ANSI (US) type without that key.

Spanish ISO has been renamed to "Spanish"
To make sure that "Spanish" is the active keyboard, you need to see its icon at the top right of your screen. Clicking on it in the picture you posted does not do anything.
Remove Spanish Legacy and Latin American from that list to avoid accidently activating the wrong mapping.
Ok, thanks, removing `/Library/Preferences/com.apple.keyboardtype.plist` and then restarting the computer made the Keyboard Setup Assistant pop and I was able to fix the issue
Spanish is the option I have selected, but it is wrong. The < character is not next to the 1 but next to the z, as you can see in this picture of an actual apple spanish ISO keyboard
Yes, as I mention on the question I have an ISO keyboard, but it is an external one, the macbook comes with an US keyboard. Keyboard Setup Assistant didn't open automatically as that note says.
