If I try to save a PDF attachment containing multiple items to Notes I can only save the first of the documents. What am I doing wrong?

As shown in the article you referenced, PDF isn't listed as one of the file formats you can import in Notes.

Text file formats that you can import
On your Mac, you can import many different types of text files into Notes. When you import files, each text file is converted to a new note.
Notes can import the following file types:
• .txt
• .rtf
• .rtfd
•.html
