Hello, my iPhone is locked and I don't have an iPhone backup, what can I do without erasing the iPhone?

Nothing. The only option is to erase the phone. If your device has iOS 15.2 or later installed, you can reset it without a computer; check out this link→How to reset your iPhone, iPad, or iPod touch when you forgot your passcode - Apple Support. Otherwise you will need a computer:

After restoring the phone using one of the methods above you can restore your most recent backup.

That’s correct. Apple has absolutely no access to the contents of your phone. And if you think about it you wouldn’t want them to, because that would mean that there was a “back door” that anyone might be able to breach.


So that’s why Apple gives you multiple ways to back up and to sync data. But they can’t make you do it, they can only provide the capability.
