Even the animated wait icon, on black background, stops. And then up to a minute, MBP finally shuts down (power off or reboot).

Have seen the type of issue before once or twice.
In both those specific cases it was related to an Antivirus Software called and specifically
Read some of the posting and arrive at your own conclusions.
It is likely waiting on a application to end that is is in turn, waiting on a network connection to time out.
Are there External Drive(s) attached ?
Has the Data being written to the External Drives(s) finished writing to the External Drives(s) ?
External drives were already ejected/unmounted and physically disconnected manually.
No AVs installed. Just the default protections from macOS.
