The first thing you'll want to determine is if the problem is with your Apple ID account or the device. Go to the Apple ID website and see if you're able to sign into the account there.
If the account works on the website, then that would mean the issue is coming from the device. If that's the case, make sure the device currently has a working cellular data or Wi-Fi connection. You can test out Safari to make sure you can currently load websites to confirm that the internet connection is working.
If you currently have the device connected to any VPN service, disable that. You can check for VPN connections in Settings > General > VPN & Device Management.
At the top of the Settings menu is it just showing a Sign In option, or is it showing a name? If it's showing a name that would mean the device is already signed into an Apple ID account. If that's the case, select the name at the top of the Settings menu, then scroll to the bottom of the page and select Sign Out. Then sign into this Apple ID you're trying to use.
