No. All iPads without the home button have a USB-C port.
iPads with a home button used a lightning port.
Any new iPad will include its own charger and USB-C cable though.

No. All iPad models with a USB-C port have been supplied with a USB-C Power Adapter.
You can still use an older Power Adapter with a USB Type-A connector with all models of iPad - subject to being able to output at least 10-12W (2.0-2.4A @5V). To do so you’ll also need a USB Type-A to USB-C cable.

When using a standard USB Power Adapter, charging will be much slower - and less efficient - than when using a USB-C Power Adapter.

No such thing as a "Lightning charger". Chargers for iPads have always had USB or USB-C ports. Lighting is only the port on the older iPads, not the chargers.
Cables included with iPads have evolved over time from being 30 pin to USB-A, then Lightning to USB-A, then Lightning to USB-C and now USB-C to USB-C.
Older Apple Power Adapters used the older (rectangular) USB Type-A connectors - whereas current Apple Power Adapters use the new “industry standard” USB-C connectors.
