Are you the original owner of this phone then read here How to remove Activation Lock - Apple Support if you bought it second hand you'll need to contact the person you bought it and have them remove it.

If you can't get a hold of the owner then the phone is useless.

Enter the Apple ID and Password of the person who originally set up the phone.

The phone is useless until this occurs.
