Converting pictures to PDF
I tried following instructions to covert a picture to a PDF, however, when the "print" tabs appears for the second time it is not "colored" so it will not respond when I click it. How do I fix this?

Should your choice be to use iPhone, the Print/Save as PDF had traditionally been used.
Whether or not an interim change to built-in options has occurred, is unknown to me.
Adobe Acrobat was another choice, for converting images to PDF and etc.

Just out of curiosity, why do you want to convert a picture to a PDF? PDF files are mostly used for documents, not pictures.
Do you know how to fix the issue? It is a picture of a document.
