Converting pictures to PDF

I tried following instructions to covert a picture to a PDF, however, when the "print" tabs appears for the second time it is not "colored" so it will not respond when I click it. How do I fix this?

Should your choice be to use iPhone, the Print/Save as PDF had traditionally been used.

Whether or not an interim change to built-in options has occurred, is unknown to me.


Adobe Acrobat was another choice, for converting images to PDF and etc.

An internal 'free option' for single use is available at Acrobat site:
