Cannot downgrade from Ventura to anything

I simply follow apple's guidelines. I hit shift+opt+cmd+R but internet recovery does not give me the option to install mojave that came installed with my machine.

The only option is ventura which sucks. Touch bar does not work etc etc.

So, the only option is to create a bootable disk with big sur.

Any other recommendation or soution?

You have to erase the drive completely in order to install a previous OS.

My Touch Bar works on my 2018 MBP. What's the etc?

That's the generally accepted solution as it provides an ability to boot, erase, and install from the same source. But, you can create a bootable Mojave installer, instead. How to download macOS - Apple Support

Do you have an Intel Mac, Intel Mac with T2 chip, or an Apple Silicon Mac? The erase process is different. For T2 and Apple Silicon, you just have to Erase content and settings. Erasing the entire drive on an Apple Silicon Mac can completely disable it. Use Disk Utility to erase a Mac with Apple silicon - Apple Support
