Safari opens previously closed tabs

I'm closing tabs and deleting tabbed groups in Safari. The next day I go to Safari, and all closed tabs and deleted tab groups are reopened, as if I had not closed or deleted them. How to fix it?

Thank you for using Apple Support Communities! Does this happen with every time the tabs are closed out? Since noticing this issue has the Safari app been closed out completely and your iPhone restarted? Performing those steps can help when experiencing unexpected issues such as this one.

1. Press and hold either volume button and the side button until the power off slider appears.

2. Drag the slider and wait about 30 seconds.

3. Press and hold the side button until the Apple logo appears to power it back on. Once back on, test to see if this continues.
